SUBJECT                     (a) Waive the formal bidding process, pursuant to Lake County Code Section 38.2, as it is not in the public interest due to the unique nature of goods or services; and (b) Approve the Agreement between the County of Lake and Redwood Community Services, Inc. for Perinatal SUD Services for Fiscal Year 2018-19 for a contract maximum of $84,000 and authorize the Board Chair to sign the Agreement.

 

EXECUTIVE SUMMARY:  Attached, for your approval, is the Agreement between the County of Lake and Redwood Community Services, Inc. for Perinatal SUD Services for Fiscal Year 2018-19.

 

BACKGROUND AND DISCUSSION:  Lake County Behavioral Health (LCBH) is required to make available substance abuse treatment to women of Lake County who are either pregnant or post-partum.  These services, referred to as “perinatal services”, are specifically designed to address the substance use issues related to this high risk population.  Services include group and one-to-one treatment either as intensive outpatient program (IOP) services or as outpatient drug free (ODF) services which are provided by certified substance abuse counselors.  In addition, transportation will be provided as necessary and case management and childcare will be provided in a safe, welcoming, State certified setting. 

 

Lake County Behavioral Health has contracted with Redwood Community Services, Inc. in the past and has confidence that they will be able to provide quality services in a meaningful and fiscally efficient manner; therefore, we are requesting to waive the formal bidding process, pursuant to Lake County Code Section 38.2 as it is not in the public interest due to the unique nature of goods or services.

FISCAL IMPACT (Narrative): The total amount budgeted for the Perinatal Substance Use Disorders for Fiscal Year 2017-18 is $150,000 of which LCBH is requesting approval of the Agreement with Redwood Community Services, Inc. for Fiscal Year 2018-19 for a contract maximum of $84,000.

 

Funding for this Agreement will be from the SAPT Block Grant, perinatal Drug Medi-Cal, and Realignment funds.
