Memorandum
Date: August 18, 2026
To: The Honorable Lake County Board of Supervisors
From: Luke Bingham, Sheriff/Coroner
Subject: (a) Approve Amendment III between the County of Lake and Summit Food Services effective July 1st, 2026, retroactively, with a change to the inmate meal rate; and (b) Authorize the Chair to sign the amendment
Executive Summary:
On October 1, 2022, the Sheriff’s Office entered into a three-year agreement with two one-year extensions for food services at the Lake County Jail with Summit Food Services. Summit Food Services provides meal preparation services for the incarcerated population. Summit Food Services is requesting a price adjustment.
Due to a recent California Supreme Court decision, the Lake County Jail population has dropped significantly, resulting in fewer meals being served under the County's food service contract. Due to Summit's operating costs remaining largely fixed regardless of inmate population, the reduced meal volume has increased their cost per meal.
Therefore, Summit Food Services is requesting an increase in their inmate meal rates. The Lake County Sheriff’s Office requests your Board’s approval of the attached one-year contract amendment with Summit Food Services effective retroactively to July 1st, 2026, and authorize the Chair to sign.
