Memorandum

Date:                                          December 17, 2024

To:                                          The Honorable Lake County Board of Supervisors

From:                                          Jessica Pyska, District 5 Supervisor

Subject:                     Consideration of a Request for Use of County Staff Time in Excess of 8 Hours in Support of Duties Associated with the National Association of Counties’ Intergovernmental Disaster Reform Task Force

Executive Summary:

I am very pleased to report I was recently Appointed to the National Association of Counties’ (NACo’s) Intergovernmental Disaster Reform Task Force.  NACo is seeking to, “strengthen and streamline our nation’s disaster preparedness and response framework.”  This Committee will be developing a White Paper recommending operational efficiency improvements to the Federal Emergency Management Agency’s (FEMA’s) programs.

NACo President and Sonoma County Supervisor James Gore distills the task as, “[Bringing] our on-the-ground truth to the table and [giving] clear guidance on what we need from our federal partners to build a more resilient America, county by county.

This is a great opportunity for Lake County’s unique experiences to inform national policy, and it is an honor to be a part of this process.  Data from at least the Auditor-Controller’s Office (Disaster Finance), the Lake County Sheriff’s Office of Emergency Services, and County Administration will be necessary to ensure Lake County’s needs are optimally represented in this process.

Further information on the Task Force is accessible here:

<https://www.naco.org/program/intergovernmental-disaster-reform-task-force>

I am asking that our Board approve greater than 8 hours of County staff time to contribute to this important effort, and look forward to our discussion.
