Memorandum
Date: July 23, 2024
To: The Honorable Lake County Board of Supervisors
From: Elise Jones, Director of Behavioral Health
Subject: Approve Memorandum of Understanding Between the County of Lake and the Lake County Continuum of Care to alleviate and prevent homelessness in Lake County and Authorize the Chair to sign
Executive Summary:
The Homeless Housing, Assistance and Prevention (HHAP) Grant Program addresses homelessness in California has been granted to both counties and continuums of care since 2020 by the California Interagency Council on Homelessness (Cal ICH) and is currently on its 5th Round. The County of Lake (via Lake County Behavioral Health Services) and the Lake County Continuum of Care (LCCoC) have both been recipients of this funding which in turn the majority of they’ve issued Request for Proposals, often jointly, to address homelessness in the community. The majority of the funding has gone to fund emergency shelters.
One of the requirements of these latter rounds has been a Regional Coordinated Homeless Action Plan <https://www.lakecoc.org/_files/ugd/1f97da_33f4059d22d242e883e3ddc2912435a8.pdf>, which can be found on the ’LCCoC websites main page <https://www.lakecoc.org/>. A
Regionally Coordinated Homelessness Action Plan fully complies with HSC section 50233(c). This plan lays out a strategic approach to address homelessness within the “region” - aka the county for us - emphasizing collaborative efforts among the County and the CoC.
HHAP Round 5 has the additional requirement of “A Memorandum of Understanding (MOU) signed by each eligible applicant that is participating in the Regionally Coordinated Homelessness Action Plan.” The LCCoC has reviewed the MOU at the May 3, 2024 LCCoC Executive Committee meeting and approved it to form.
