Subject:                     Redistricting Public Hearing #2 - Communities of Interest

 

Executive Summary:

As your Board is aware, Census data is collected every ten years, and in the year following, Counties are responsible to undertake “Redistricting,” to ensure that Supervisorial Districts are essentially equivalent, in terms of population.

 

Pursuant to California Elections Code Section 21507.1, your Board is required to hold a series of four Public Hearings.  On August 11, you adopted the following schedule for these hearings:

 

Tuesday, August 31: Public Hearing #1 - Intro to the Process

Special Board Meeting, Timed Item for 10am

 

Saturday, October 2: Public Hearing #2 - Communities of Interest

Special Board Meeting, at 10am, solely to conduct this Redistricting Public Hearing

 

Tuesday, November 2: Public Hearing #3 - Draft Maps Presented

            Regular Board Meeting, Timed Item for 6pm

 

Tuesday November 30: Public Hearing #4 - Final Approval of Boundaries/Maps

            Special Board Meeting, Timed Item at 10am

Margaret Long of Prentice Long, the County’s Contractor for Redistricting Consulting Services, will be present to facilitate Public Hearing #2 - Communities of Interest.

 

Section 2(d)(4) of Article XXI of the California Constitution defines a Community of Interest:

A community of interest is a contiguous population which shares common social and economic interests that should be included within a single district for purposes of its effective and fair representation. Examples of such shared interests are those common to an urban area, a rural area, an industrial area, or an agricultural area, and those common to areas in which the people share similar living standards, use the same transportation facilities, have similar work opportunities, or have access to the same media of communication relevant to the election process. Communities of interest shall not include relationships with political parties, incumbents, or political candidates.

 

Today’s Public Hearing, and the two subsequent hearings, were noticed in LakeCoNews (September 18) and the Lake County Record-Bee (September 22).  The notice is available in Spanish and English at:
