SUBJECT:                     Consideration of a Resolution amending the Master Fee Schedule for departmental services rendered by the County

EXECUTIVE SUMMARY:

 

The Master Fee Schedule established by your Board provides the public with a convenient and transparent single source document that reflects all County service fees.   In adopting the initial Master Fee Schedule, your Board expressed intent that it be routinely updated, and established the authority and procedures to accomplish such updates.  Consequently, in accordance with Article XXVIII in Chapter 2 of the County Code, a Resolution adopting updates to the Master Fee Schedule is presented for your consideration.

 

The attached Resolution and exhibit reflect staff’s recommendation to create and/or adjust fees related to the Administrative Office, Water Resources Department and the Cannabis Program.

 

Staff is recommending the removal of fees related to the Holiday Harbor property which was recently sold.

 

Water Resources is requesting to add, delete, and revise a number of their fees.  The new fees include Highland Spring Park hunting permits and group activity permits, Clear Lake for profit fishing and boating events per boat fee and regulatory buoys annual fee.  Staff is also requesting to replace the flood zone check fee with a base flood elevation determination fee and adjusting a few lakebed encroachment lease fees.

 

Per Board direction staff is requesting to establish a fee for cannabis related activities that would cover County expense other than Community Development Department (CDD) fees.  The cannabis program services fee is to be collected prior to CDD issuing the minor or major use permit except early activation.  The proposed fee does not include CDD staff since the current fee structure of $95/hr. covers all staff time. The new cannabis fee does cover the additional accountant position, deputy sheriff position, services and supplies, and fixed asset needed to support County cannabis activities.  Staff removed the agricultural inspector from the new fee after speaking with the department head.  The work that was going to be performed by the new agricultural inspector will be handled by existing staff and the addition of an extra help position. 

 

Staff is recommending this annual and as needed update to the Master Fee Schedule to reflect the actual costs associated with providing the specified services.  All fees set forth in this Master Fee Schedule adjustment shall become effective 4/17/2018.

FISCAL IMPACT (Narrative): There will be a modest increase in revenue that will offset the cost of doing business for the County departments.
