Subject:                     Approve a Letter of Opposition to AB 702, which proposes changes to the Juvenile Justice Crime Prevention Act and local Juvenile Justice Coordinating Councils and authorize the Chair to sign

 

Executive Summary:

As your Board will be aware, AB 702, introduced by the Honorable Assemblymember Corey Jackson, proposes to enact three major changes to the funding and coordination of local juvenile justice system activities.  It would redirect Juvenile Justice Crime Prevention Act (JJCPA) funds, change the designated chair and overall composition of local Juvenile Justice Coordinating Councils (JJCC), and recast elements of required multiagency juvenile justice plans. Previous legislative efforts have proposed similar changes (and faced strong, well-grounded opposition), including AB 1007 (Jones-Sawyer, 2020) and SB 493 (Bradford, 2021)

 

Particularly in rural Counties, Chief Probation Officers and County Probation Departments play a crucial coordination role, ensuring system-involved youth facing personal inflection points have the services and support they need to promote the best possible outcomes.

 

If AB 702 were approved, as written, maintaining well-coordinated services and continuity of care would become much more difficult. 

 

For the reasons described in the attached Letter, I ask that your Board Oppose AB 702.

 

This Letter has likewise been reviewed by Matthew Rothstein, Chief Deputy County Administrative Officer and Legislative Coordinator.  Mr. Rothstein also recommends your Board approve the Letter of Opposition.
