Date:                                          June 10, 2025

To:                                          The Honorable Lake County Board of Supervisors

From:                                          Greg Wilkins, Director, Animal Care and Control

Subject:                     Approve Request to Waive 900 Hour Limit for Animal Control Extra-Help Employees Lela Hallman and Katlyn Rosales

Executive Summary:

The Animal Care and Control Department is requesting approval to exceed the 900-hour extra-help limit for animal control assistants Lela Hallman and Katlyn Rosales.

Funds for this position are allocated in Budget unit 2703, and there are sufficient funds available to cover additional hours.  The Department will be limiting both employees’ hours to under 24 hours per week so as not to exceed allocated hours for the final month of the 24/25 fiscal year.  The employee is not a CalPERS Annuitant, and funds are available to cover CalPERS contribution costs if the employee should exceed 990 hours this fiscal year.

The Animal Care and Control Department would like to continue to allocate additional hours, not to exceed 24 hours per week until the end of the fiscal year. Currently, the employees are filling an important role in the department by providing in person and over the phone customer service coverage and completing daily tasks.
