Subject: Adopt a Proclamation Designating April 2026 as Alcohol Awareness Month in Lake County
Executive Summary:
DESIGNATING APRIL 2026 AS
ALCOHOL AWARENESS MONTH IN LAKE COUNTY
WHEREAS, the month of April is dedicated to increasing public awareness and understanding of alcohol misuse, alcohol use disorder, its causes, effective treatment, and recovery; and
WHEREAS, alcohol misuse remains a serious public health issue affecting individuals, families, and communities, and data from the National Institute on Alcohol Abuse and Alcoholism (NIAAA) show that an estimated 28.0 million people age 12 and older experienced past-year alcohol use disorder in 2024; and
WHEREAS, despite the widespread need for care, only 2.1 million people age 12 and older, or 7.6% of those with past-year alcohol use disorder, received alcohol treatment in 2024 (NIAAA); and
WHEREAS, among people age 12 and older with past-year alcohol use disorder in 2024, only 2.5% received medication-assisted treatment, demonstrating the continuing need to expand access to prevention, early intervention, treatment, and recovery support services (NIAAA); and
WHEREAS, Lake County Behavioral Health Services provided DUI Program services to 528 participants in the calendar year 2025 and has assisted with 597 substance use treatment service requests in the calendar year 2025 and offered treatment services to 203 individuals with a diagnosed alcohol use disorder; and
WHEREAS, youth alcohol use remains a concern in Lake County, and the 2023 California Healthy Kids Survey found that local students in 7th, 9th, and 11th grades reported past-month alcohol use at rates of 4%, 10%, and 14%, respectively; and
WHEREAS, impaired driving continues to threaten public safety in California, and in 2023 an estimated 1,355 people were killed in alcohol-impaired traffic crashes, accounting for 33% of all motor vehicle fatalities in California (STREC UC Berkeley).
NOW, THEREFORE, BE IT BE IT PROCLAIMED that the Lake County Board of Supervisors does hereby designate April 2026 as Alcohol Awareness Month in Lake County and encourages all community members to support efforts that promote education, prevention, treatment, and recovery.
