Memorandum

Date:                                          September 15, 2026

To:                                          The Honorable Brad Rasmussen, Chair, Lake County Board of Supervisors

From:                                          Susan Parker, Interim Community Development Department Director

                                          Shannon Walker-Smith, Deputy Community Development Administrator

Subject:                     Adopt Resolution Authorizing the Submittal of Application for the Solid Waste Disposal and Co-Disposal Site Cleanup Grant Program, Illegal Disposal Site Abatement

Executive Summary:

CalRecycle is offering illegal dumping cleanup grant under the Solid Waste Disposal and Co-Disposal Site Cleanup Grant Program, Illegal Disposal Site Abatement to support projects for cleaning up illegal dumping sites and free dump days. These funds are intended to help jurisdictions like Lake County clean up illegal dumping sites, and blight throughout the community.

Lake County has completed its previous CalRecycle Illegal Dumping grant, and this grant will allow for the county to continue the successful programs implemented throughout the county for an additional two (2) years.

To be eligible for grant funding, applicants must submit a formal, signed Resolution of Support. The resolution must include specific certifications, including:

                     Approval to file the application;

                     Agreement to accept the standard grant agreement template;

                     Authorization for a designated representative to act on behalf of the County;

                     Acknowledgement that the County must front the costs of the project prior to reimbursement by the State.

Approval of the attached resolution will ensure the County meets all eligibility criteria and positions Lake County to secure funding for this important illegal dumping cleanup initiative and authorize Shannon Walker-Smith to act as the official representative of the County of Lake in connection with the grant application and implementation of the project.

Adoption of this resolution will authorize submission of the application of the Solid Waste Disposal and Co-disposal Site Cleanup Grant Program, Illegal Disposal Site Abatement application.
