Memorandum

Date:                                          November 18, 2025

To:                                          The Honorable Lake County Board of Supervisors

From:                                          Dr. Pawan Upadhyay, Water Resources Director

Subject:                     (Sitting as the Board of Directors of the Lake County Watershed Protection District) Consideration of a Presentation on Water Quality in Clear Lake Outreach Perspectives Project Updates

Executive Summary:

In 2022, the Lake County Watershed Protection District (District) was awarded a grant by the Blue-Ribbon Committee for the Rehabilitation of Clear Lake (BRC) to conduct a comprehensive outreach assessment. The purpose of this effort was to evaluate public perception, awareness, and knowledge gaps related to water quality in Clear Lake, with the goal of strengthening future education, outreach, and scientific communication efforts across local communities.

Following the County’s procurement policies, SCI Consulting Group was selected to complete this work. Over the past year, SCI has led the development and implementation of a Water Quality Outreach Study, which included a countywide public perception survey conducted earlier this year. Their analysis is now complete.

The Lake County Water Resources Department respectfully requests that the Board of Supervisors, acting as the Directors of the Lake County Watershed Protection District, accept a staff presentation summarizing key findings and updates from the Clear Lake Outreach Perspectives Project. This presentation is intended to inform future funding and outreach strategies and support continued community engagement in Clear Lake water quality efforts.
