Subject:                     Approve travel exceeding 1,500 miles to Chicago, Illinois and any associated costs for Assistant County Administrator Stephen J. Carter, Jr. and Deputy County Administrator Casey Moreno to attend the Government Finance Officers Association (GFOA) annual conference June 27 - July 1, 2026

 

Executive Summary:

Staff is requesting the Board’s approved travel for Assistant County Administrator Stephen J. Carter, Jr. and Deputy County Administrator Casey Moreno to attend the GFOA annual conference June 27 - July 1, 2026.

 

GFOA is the foremost expert in governmental accounting, and they issue the Certificate of Achievement award for Annual Comprehensive Financial Reports (ACFRs) throughout the United States. GFOA is headquartered in Chicago Illinois, and Chicago is the only location offering the ACFR training.

 

The conference will offer more than 80 CPE-accredited sessions covering everything from foundational best practices to advanced approaches and emerging issues in public finance. Additionally, there will be opportunities for important networking, leadership workshops, and inspiring keynotes. All of these will directly benefit the County of Lake through new and innovative strategies on topics such as affordable housing, financial reporting, trends in budgeting, and long-term planning.

 

Therefore, pursuant to 1.3E of the County of Lake Travel Policy, we respectfully request your Board approve travel exceeding 1,500 miles to facilitate Mr. Carter and Ms. Moreno accessing the valuable information at this conference. The estimated cost per person, to include all travel, registration, hotel, and meals is $3,600.00. The early approval will allow staff to find the most competitive airfare rates.
