Award of Bid for the Live Oak Drive Water Main Replacement Project

Executive Summary:
Special Districts Administration publicly opened bids for the subject project on Thursday November 6, 2025. Nine (9) bids were received, and the lowest responsible responsive bidder was Terracon Constructors, Inc. of Healdsburg, California. Please refer to the attached bid tabulation.
The project is fully funded by the Integrated Regional Water Management Grant program (IRWM). The scope of the project is to upgrade the existing 4” steel water main on Oak St, the existing 8” steel water main on Live Oak Dr and a portion of the existing 8” asbestos cement main on Live Oak Dr with new 8” PVC water mains, upgrade the existing valves and fire hydrants, and provide new water services to existing customers. This project takes place on Live Oak Dr in Kelseyville between Main St to the north and State Route 29 to the south.
Staff recommends that the Board of Supervisors award the Contract for the Live Oak Drive Water Main Replacement Project to Terracon Constructors, Inc. in the amount of $338,968.00 and authorize the Special Districts Administrator to execute the Agreement and execute the attached Notice of Award.
This project is Categorically Exempt from CEQA due to the project replacing existing infrastructure.
