Subject:                     Consideration of (a) Waiving the formal bidding process, pursuant to Lake County Code Section 38.2, as it is not in the public interest due to the unique nature of goods or services; (b) Purchase of a 900 Eco 12 yard Truck Mounted Combination Sewer Cleaner; (c) and authorizing the Department Head to issue a Purchase Order to U-Rock not to exceed the amount of $653,040

 

Executive Summary:  A new Pumper Truck is needed for a multitude of operational duties including line cleaning, line and lift station maintenance and repairs, and emergency response to mitigate or prevent spills.  Staff has reached out to five vendors of pump trucks and had demonstrations of each.  The U-Rock 900 Eco 12-yard Truck Mounted Combination Sewer Cleaner was the lowest bid.  In addition, U-Rock has offered to provide the same truck that was their “demo” model for approximately $100,000 less.  The demo model has very low hours on the equipment and the mileage on the truck is around 8,000.  The demo truck is a great value for the county and staff recommends purchasing this model.  The demo truck includes a lateral line cleaner which uses water instead of electricity.  This is a feature that we currently don’t have on any of our other trucks.  This item will assist the crews in being able to cut roots and clear lateral backups which currently require other processes which can and often do damage the lines.

 

The cost for the Pumper Truck is included in our operating budget.  No additional funds are needed for this purchase.

Recommended Action: 

(a) Waive the formal bidding process, pursuant to Lake County Code Section 38.2, as it is not in the public interest due to the unique nature of goods or services;

(b) Approve purchase of a 900 Eco 12 yard Truck Mounted Combination Sewer Cleaner;

(c) and Authorize the Department Head to issue a purchase order to U-Rock not to exceed the amount of $653,040.
