Memorandum
Date: March 7, 2023
To: The Honorable Lake County Board of Supervisors
From: Rob Howe, Lake County Sheriff, as Director of Emergency Services
Subject: Adopt Resolution Re-Affirming the Existence of a Local Emergency due to Low Elevation Snow and Extreme Cold, and Requesting State Assistance Under the California Disaster Assistance Act
Executive Summary:
As your Board is aware, low elevation snow and extreme cold has recently caused significant peril to human life and damage to property in Lake County. As a result, I Proclaimed the existence of a Local Emergency on Friday, February 24, 2023, pursuant to Section 6-5 of the Lake County Code.
Your Board confirmed the existence of a Local Emergency on Tuesday, February 28, 2023, meeting the legal requirement for Board ratification within seven (7) days of my original Proclamation.
As your Board will be aware, Governor Newsom Proclaimed a State of Emergency in 13 California Counties Wednesday, March 1, 2023, but Lake was not included.
A Resolution is attached for your Consideration, and can be Adopted, if your Board finds re-affirming the existence of a Local Emergency, and making specific requests for State support, as detailed in the Resolution, is appropriate. Asks include the addition of Lake County to those California Counties covered by Governor Newsom's Emergency Proclamation.
