Memorandum

Date: June 10, 2025

To: The Honorable Eddie Crandell, Chair, Lake County Board of Supervisors

From: Robin Borre, Special Districts Administrator

Subject: Consideration of Change Order #1 to the Construction Contract with Weeks Drilling & Pump Co., for the Spring Valley Test Wells in the amount of $133,400.00 and Authorize the Administrator to Sign the Contracts

Executive Summary: The district has received a grant for additional water supplies for Spring Valley. The funding is to install one well in Spring Valley. A test well must be drilled to ensure adequate water is found and to ensure that it meets state requirements related to water quality. Weeks Drilling and Pump Co. was awarded the initial Test Well contract on March 25, 2025.

Weeks Drilling we hit water at about 300 feet providing about 100 gallons per minute (gpm). Due to the rock formations and drilling conditions, it was beneficial to drill deeper to increase the gpm. Weeks drilled to 560 feet and hit two different aquafers producing at least 200 gpm in total. The current plant produces about 180 to 200 gpm. The additional drilling cost is reflected in the attached Change Order in the amount of $133,400. This additional cost is covered by grant funding and no additional funds are needed to award the Change Order.

Upon completion of the test wells, additional bids will be solicited to complete the production wells, connect them to the water system and install all necessary equipment. There is sufficient funding in the grant to complete the production well.
