Subject: Authorize the Public Works Director/Purchasing Agent to sign a Purchase Order to United Rentals in an amount not to exceed $117,975 for the purchase of one used 2021 water truck

Executive Summary: The County’s FY 2026/2027 budget includes an appropriation in budget unit 4121, for the purchase of a used water truck. The existing water truck at the landfill is not equipped with a DEF system, rendering it non-compliant with CARB regulations. In addition, the engine needs a major overhaul due to coolant leaking into the engine oil, indicating internal failure.

Staff attended auctions and reviewed equipment sales statewide to find a used water truck that was in compliance with CARB regulations and would be sufficient for the needs and operations of the landfill. Staff solicited a quote from United Rentals for the 2021 water truck. The competitive bidding requirements of the County’s purchasing ordinance, County Code Section 2-38.2, are fulfilled. The total purchase price, including freight and sales tax, is $117,975, which requires Board of Supervisors authority to award.
