Subject: Approve Agreement between the County of Lake on behalf of CSA-02, Spring Valley and Brelje & Race Consulting Engineers for Engineering and Design Services for the County Service Area #2 (CSA-2) Spring Valley Water Distribution System Improvements Project for an Amount not to Exceed Two Hundred Fifty-Nine Thousand Nine Hundred Dollars and No Cents ($259,900.00) and Authorize the Chair to Sign.

Executive Summary:
The Spring Valley Water Distribution System Improvements project consists of evaluating the Spring Valley Water Distribution System to determine alternatives that will address the high pressures experienced throughout the water system. The high pressures throughout the system increase Operations and Maintenance costs, increase the amount of water lost when leaks occur and can cause problems for the public if their customer installed pressure reducing valves fail. The District is seeking alternatives that would allow appropriate pressure zones to be established to reduce the service pressure delivered to the customers.

Engineering design is fully funded by a Drinking Water Planning Grant through the California State Water Resources Control Board. A Request for Proposals (RFP No. 23-15) was distributed to twenty-four (24) firms, and we received two (2) proposals; Brelje & Race Consulting Engineers of Santa Rosa, CA. and Sandis Engineers of Oakland, CA. A Consultant Selection Board (CSB) was convened in accordance with County policy and the recommendation of the CSB was to begin negotiations with the highest ranked firm, Brelje & Race Consulting Engineers. Negotiations were completed and an agreeable scope and price have been identified and incorporated into the proposed agreement for services. Attached for your consideration is an agreement for the Engineering and Design Services for the project.
