Subject: Approve third amendment to Joint Powers Agreement between County of Lake and Mendocino County for the AAA Program, in the amount of $74,647.00 per fiscal year, and authorize the Chair to sign.


Executive Summary:

In 2005, Lake County and Mendocino County entered into a Joint Powers Agreement (JPA) for the administration of the Area Agency on Aging (AAA) program. This third Amendment to the JPA updates match requirements to reflect the number of seniors in each respective county and adds language allowing this calculation to be updated every four years in alignment with the Area Plan, using the most recent state Census data available. Mendocino County's financial match percentage will be 56% for an annual total of $94,777, while Lake County's match percentage will be 44% for a total of $74,647. Match requirements will be financed by the County's General Fund as part of the match requirement for receiving California Department of Aging (CDA) funding.

As an agreement between two local government bodies, the unique nature of this MOU precludes competitive bidding.
