Date: June 10th, 2025

To: The Honorable Lake County Board of Supervisors

From: Anthony Arton, Health Services Director

Subject: Approve Amendment No. 2 to the Agreement for Medical Services in Lake County Detention Facility by and between California Forensic Medical Group, Inc. ("CFMG") and the County of Lake for an increase of 6.5% and a new base sum of $4,401,513.50 for the period of January 1, 2025 through December 31, 2025 and authorize the Chair to sign.

Executive Summary:

As your Board is aware, California Forensic Medical Group (CFMG) is the contractor providing medical services in the Lake County Detention Facility. Each year, CFMG requests an adjustment to the base compensation amount and per diem rate based on the Medical Care Component of the Consumer Price Index (CPI) for Urban Consumers as specified in the contract. This year, CFMG has requested a 4.3% CPI increase. Additionally, CFMG has requested an additional 2.2% increase due to an extraordinary increase in inflation and operational costs for a total increase of 6.5%. Application of the 6.5% increase revises the base annual amount for professional health care services rendered at the Lake County Detention Facility beginning January 1, 2025, through December 31, 2025, from $4,132,876.50 to $4,401,513.50. The per diem will adjust from $4.71 to $4.91.

Additionally, Exhibit A - Administration, Section 16 is amended to clarify the 24-hour notification contacts in the event of an inmate death and collaboration with the County Public Health Officer and/or Director of Nursing in mortality reviews.
