Subject: (a) Waive the competitive bidding process, pursuant to Lake County Code Section 2-38.4, as a cooperative purchase; (b) Approve the contract between Lake County District Attorney's Office and Karpel Solutions for Prosecutor by Karpel, a criminal case management system, in the amount of $133,315 and authorize the Chair to sign.

Executive Summary:

The District Attorney's criminal case management system (CMS) is essential to the function of a DA's Office. It contains the information from many years of reports referred to the DA's Office for prosecution by local as well as State law enforcement agencies. The CMS is then used to create the documents needed when a case goes through the judicial system. Other County law enforcement agencies such as the Sheriff's Office and Probation, also use our system to look up the status of their cases.

This particular vendor and product was selected mainly because of its wide use among California District Attorney Offices - approximately 30 other counties and cities use Prosecutor by Karpel (PbK). PbK will greatly improve the efficiency of our office by (1) hosting the CMS data on their secure cloud where we can store digital evidence, rather than use costly and time consuming CDs or flash drives; (2) allowing secure portals for defense attorneys to view their discovery and for law enforcement agencies to upload reports; and (3) providing our office a means to become less dependent on paper.

It should be noted that one year after PbK has been fully implemented, an annual subscription cost of $66,750 will be due during the 2026-27 fiscal year.
