Subject: Adopt the Final Lake County Housing Action and Implementation Plan (HAIP), as Amended
Executive Summary:
First, I want to thank your Board and the public for your engagement and discussion during last week's Special Meeting. Your recommendations and public input we received were invaluable.
As you are aware, through extensive Community Engagement and input, PlaceWorks and County Staff have conducted an in-depth analysis and developed a solution-oriented approach to addressing housing issues in Lake County. The Housing Action and Implementation Plan (HAIP) is a comprehensive manual to address housing in Lake County and incorporates a detailed analysis and Actions Steps necessary to meet the goals outlined in the document. This plan has connectivity to, but is not part of, the General Plan. Additionally, the HAIP can be used as a supporting document for the Housing Element, but it is likewise importantly distinct from that document.
The HAIP is a living document, and can be revised at any time, through action by your Board; the attached Final version (with the Draft watermark removed) reflects changes proposed by your Board during your July 29, 2025, Special Meeting:
1) Addition of language to review the HAIP annually. (page 84)
Original Verbiage: "The Housing Action and Implementation Plan (HAIP) is a living document that will be updated as conditions change, and funding opportunities are available."
Modified to: "The Housing Action and Implementation Plan (HAIP) is a living document that will be reviewed annually and updated as conditions change, and funding opportunities are available."
2) Modification of language regarding Strategy 5.1 verbiage as follows: (page 41)
Original verbiage: "any known cultural or tribal issues...
