Memorandum
Date: October 7, 2025
To: The Honorable Lake County Board of Supervisors
From: Lars Ewing, Interim Public Works Director
Subject: Approve Amendment Three to the Agreement between the County of Lake and Consor for Engineering Services for the Replacement of Bartlett Creek at Bartlett Springs Road Bridge (14C-0106) and authorize the Chair to sign
Executive Summary:
On January 19, 2019, the County of Lake entered into an agreement with Quincy Engineering to provide design, environmental, right of way, bidding and construction assistance services for the project to rehabilitate Bartlett Creek Bridge at Bartlett Springs Road (14C-0106). On December 20, 2022, Quincy Engineering was acquired by Consor Engineering, and the project agreement between the County and Quincy was assigned to Consor.
This amendment incorporates additional environmental studies, engineering design, and other associated tasks that are necessary to deliver the project as a full bridge replacement, as opposed to the initially projected scope of a bridge rehabilitation. The amendment also extends the term of the agreement.
Attached is a detailed scope of work and cost proposal for the amendment. Public Works staff reviewed the amendment and consulted with Caltrans local assistance to confirm that the work is justified. The project is fully funded through the federal Highway Bridge Program.
