Subject: a) Consideration of an Advisory Election to Ascertain Voter Opinion of the Proposed Name Change from Town of Kelseyville to Konocti, and b) Consider Two Proposed Resolutions and Provide Direction to Staff

Executive Summary: On or about October 9, 2023, an application was submitted with the United States Board on Geographic Names (BGN) proposing to change the name of the town of Kelseyville to Konocti. The United States Board on Geographic Names has requested comments from interested parties. Both the United States Board on Geographic Names and the County of Lake have received public comments.

The Board of Supervisors is authorized to seek an advisory vote of the people of Lake County. The County may hold an advisory election for the purposes of allowing voters within the jurisdiction, or a portion thereof, to voice their opinions on substantive issues.

Staff seeks input on the following questions:

1. Does the Board of Supervisors wish to pursue an advisory election to ascertain voter opinion of the proposed name change?

2. If so, will it be an all-County vote or a Kelseyville area vote?

The filing period closes on August 9, 2024 or if there is an extension for offices on August 14, 2024. The Registrar of Voters will begin a ballot layout to determine the different ballot types. The California Secretary of State provides the Registrar of Voters Office with a certified list of candidates for United State President and Legislative offices on August 29, 2024 after which the Registrar of Voters finalize the ballots.

Two resolutions have been provided for your Board's discussion.
