Subject: Approve Amendment No.1 to the Agreement Between the County of Lake, Lake County Behavioral Health Services as Lead Agency for the Lake County Continuum of Care, and North Coast Opportunities, Inc. for Rapid Rehousing Services for Fiscal Years 2025-2026 and 2026-2027 with no change to the contract amount and Authorize the Board Chair to Sign.

Executive Summary:

On February 12, 2026, the Lake County Board of Supervisors approved an agreement between the County of Lake, Lake County Behavioral Health Services as the Lead Agency for the Lake County Continuum of Care, and North Coast Opportunities, Inc. to provide Rapid Rehousing services for individuals and families experiencing homelessness in Lake County. The agreement covers Fiscal Years 2025-2026 and 2026-2027 and provides funding not to exceed $527,625.96.

The Rapid Rehousing program provides housing stabilization services including rental assistance, housing relocation support, landlord engagement, and case management services to assist individuals and families experiencing homelessness in quickly obtaining and maintaining stable housing.

Following execution of the agreement, it was determined that the invoicing provisions in Exhibit B reflected an advance disbursement structure that does not align with the County's standard fiscal procedures. Amendment No. 1 revises the invoicing section to allow for monthly reimbursement-based billing, submission of itemized invoices, and documentation requirements consistent with County standards.

This amendment does not change the scope of services, term of the agreement, or the total compensation amount. All other terms and conditions of the original agreement remain unchanged.
