Subject: Consideration of the Agreement Between County of Lake and Redwood Quality Management Company, Inc. in the Amount of $1,212,019.90 for Fiscal Years 2025-2029

Executive Summary:
Lake County Behavioral Health Services (LCBHS) recommends approval of a four-year agreement with Redwood Quality Management Company, Inc. (RQMC) for the predevelopment phase of the Lake Behavioral Health Center (LBHC) infrastructure project. This project is a cornerstone of the County's long-term behavioral health strategy and has been awarded funding under the State's Behavioral Health Continuum Infrastructure Program (BHCIP) Round 1 - Launch Ready.
Under this agreement, Opioid Settlement Funds (OSF) will serve as the local cash match required by BHCIP. The contract total of $1,212,019.90 will support property acquisition, architectural and engineering services, permitting, and project management for Phase I of the LBHC project. Phase I includes construction of a 16-bed Mental Health Rehabilitation Center (MHRC) providing ASAM 3.7 high-intensity co-occurring treatment, and a new outpatient Specialty Mental Health and Substance Use Disorder Treatment (SUDT) clinic, including access to MAT, ECM, perinatal SUD services, and walk-in support.
The proposed site at 1319 and 1329 Todd Road Extension in Lakeport will host these critical facilities and ultimately include a future Wellness and Training Center and 12-unit transitional housing program (Phase II, post-2029). These investments will expand access to local, trauma-informed, culturally responsive care and address longstanding gaps in Lake County's behavioral health continuum.
OSF-funded activities under this agreement will be reimbursed or advanced in accordance with County purchasing policy and BHCIP match deposit requirements. RQMC will submit required documentation, including invoices...
