Subject: Approve Contract between County of Lake and North Coast Opportunities, Inc. for the Housing Support Program, for the term of December 1, 2021 to June 30, 2022 in the amount of $774,816.00, and authorize the Chair to sign.

Executive Summary:
North Coast Services, Inc. (NCO), has successfully operated the Housing Support Program (HSP) in partnership with Social Services since 2019. This program is funded through an allocation from the California Department of Social Services (CDSS). Lake County Ordinance 3109 established competitive purchasing requirements for all contracts and purchases. Section 2-38.2(3)(B) of this Ordinance details that competitive bidding is required every 3 years. Social Services wishes to execute a short-term Contract with NCO through the end of the current fiscal year, June 30, 2022, in order to allow ample time to complete a new bid solicitation. When the last RFP was issued in 2018, NCO was the only Contractor to submit a bid for the HSP Program. DSS is currently processing the RFP for HSP Services for the Contract period beginning on July 1, 2022.

The most recent Contract allows for month-to-month continuation of services and payment after expiration, but DSS has recently been made aware that the County Auditor will not make any payment for services longer than one quarter beyond the date of Contract expiration. Additionally, DSS was notified through the All County Welfare Directors Letter (ACWDL) issued on December 13, 2021 that CDSS intends to increase the allocation for FY 21/22 to $774,816. With the original Contract being expired as of June 30, 2021, and therefore not able to be amended for the funding increase, and month-to-month continuation no longer allowed, a new short-term Contract is needed to continue to pay NCO for services currently being provided to program participants.
