Memorandum
Date: February 10, 2026
To: The Honorable Lake County Board of Supervisors
From: Brad Rasmussen, Chair & District 4 Supervisor
Subject: Authorization to Use County Seal for Plaque Celebrating 250 Years of America and the Patriots of Lake County's Communities to be Installed at That Ranch
Executive Summary:
Subsequent to the posting of the agenda on Friday, February 6, 2026, I was contacted by That Ranch, requesting authorization to use the County Seal on a bronze plaque they will be placing at the base of their large flagpole during a 250th year celebration of America in early May, 2026. They are unable to use the United States Seal, due to the time it would take to receive federal approval, and therefore are asking to use the County Seal.
The 250th year celebration they are holding will include local Veteran's groups, military groups, local law enforcement and fire agencies as well as community groups. They would not be able to use Seals or Logos from all groups involved, as it would exceed the available plaque space. They proposed use of the County seal because it is inclusive of all Lake County communities. County agencies and at least one Supervisor are expected to participate in the event.
There is no request or expectation that the County provides any funding or maintains the plaque; should this be approved, the County will have an agreement with That Ranch that will certify this.
Draft language for the plaque reads as follows:
This flag stands in honor of all who serve - our Veterans, Active-Duty Military, Law Enforcement, First Responders, and the Patriots who uphold the ideals of this nation.
Dedicated during America's 250th year, this place marks a moment of unity, gratitude, and shared responsibility to preserve Freedom, Service, and Community for generations to come.
I recommend our Board approve use of the County Seal for this community building purpose.
