Subject: (a) Approve Amendment 2 between the County of Lake and Bennet Omalu Pathology for a One-Year renewal of Pathology Services and (b) Waive Section 38.1 of the Lake County Purchasing Policy and (c) Authorize the Chairman to sign.

Executive Summary: The Sheriff's Department requests your approval of Amendment 2, of its contract for Pathology Services with Dr. Bennet Omalu, President of Bennet Omalu Pathology. An RFP was issued on November 15, 2017 at which time three bidders submitted proposals. The Proposers were Bennet Omalu Pathology, Forensic Medical Group and Regional Pathology.

On November 28, 2017, a Consultant Selection Board, comprised of Lt. Corey Paulich, Chief Probation Officer Rob Howe, District Attorney Investigator Jason Cox, Undersheriff Chris Macedo, Retired Captain James Bauman and Sheriff/Coroner Administrative Manager Mary Beth Strong reviewed each of the proposals. A unanimous decision was made to contract with Dr. Bennet Omalu, President of Bennet Omalu Pathology who is a distinguished and highly qualified Forensic and Neuropathologist. At that time, a contract was negotiated with Dr. Omalu. In January of 2020, Amendment 1, covering a five year period, be approved.

The Sheriff's Department is requesting the County waive the Purchasing policy under Section 38.1 as Dr. Omalu is not requesting an increase at this time and extending his contract would be in best interest of the County.
