Subject: Consideration of Alternate Public Health Officer Appointment and Professional Services Contract for a Term of Three Months for an Amount not to Exceed $25,000 for the Term of the Agreement, and Authorize the Health Services Director to Sign


Executive Summary: On August 15, 2023, your Board ratified the Agreement for Services, and on September 1, 2023, appointed Dr. Noemi Doohan to the role of Public Health Officer to ensuring that ongoing public health mandates for services would continue. And on June 4, 2024, your Board amended that Agreement to extend the contract term until August 31, 2025.

Dr. Noemi Doohan has informed the department that she will be unavailable from October 10, 2024, through October 15, 2024, and recommends Dr. Panna Lossy as alternate coverage during her absence.

After careful review, staff recommends appointing Panna Lossy, M.D., as the Alternate Public Health Officer for the County of Lake from October 1, 2024, through December 31, 2024, to provide Alternate Public Health Officer coverage.
