Memorandum

Date: September 19, 2023

To: The Honorable Lake County Board of Supervisors

From: Scott De Leon, Public Works Director

Subject: Adopt Resolution Approving the Applications for Grant Funds Through the FAA Airport Improvement Program and Designating the Public Works Director as the County's Authorized Representative

Executive Summary:
The Federal Aviation Administration (FAA) allocates Airport Improvement Program (AIP) entitlement funds in the amount of $150,000 to general aviation airports on an annual basis for eligible projects. These federal funds can be used to reimburse up to 90% of the cost of approved projects, with the remaining 10% of costs borne by the County and a State "match" through Caltrans Division of Aeronautics at a rate of 5% each. As the airport sponsor, the County is allowed to accrue up to a maximum of $600,000 to finance large projects for Lampson Field.

The applications and agreements require that the governing body give authority to execute the documents to an authorized representative, and today's resolution grants that authority to the Public Works Director. These are annual applications and agreements, and this resolution will provide for this year and future authorizations. It should be noted that any expenditures of the funds will require project consideration and approval by your Board prior to using the funds.
