Memorandum
Date: June 23, 2026
To: The Honorable Brad Rasmussen, Chair, Lake County Board of Supervisors
From: Helen Owen, District 1 Supervisor
Terre Logsdon, Chief Climate Resiliency Officer
Subject: Approve a Letter of Support for the "Public-Private Partnerships to Improve Forest Health and Watershed Resilience in Napa and Lake Counties" of the Lake County Resource Conservation District and Napa County Resource Conservation District and authorize the Chair to sign
Executive Summary:
The proposed project is an approximately 1,000-acre, landscape-scale forest health and watershed protection initiative spanning 600 acres across Lake Hennessey, Moore Creek Park, and Snowden Vineyards in Napa County, and approximately 400 acres across Six Sigma Ranch and neighboring private properties in Lake County. The project will restore fire-adapted oak woodland and mixed conifer forest structure, reduce high-severity wildfire risk, and strengthen watershed resilience within the Lake Hennessey and Upper Cache Creek watersheds.
While large swaths of Napa and Lake counties have burned in the last decade (62% and 72%, respectively), the project areas have not burned in recent history and reflect decades of fire exclusion, fuel accumulation, and increasing stand density. Current conditions elevate the risk of crown fire and high soil burn severity, threatening forest health, watershed function, regional evacuation routes, and nearby communities. This project will reduce hazardous fuels and create strategic fire breaks that significantly reduce landscape-scale wildfire risk across the areas of Lower Lake and Hidden Valley Lake in Lake County.
