Subject: Approve First Amendment to Contract between County of Lake and Redwood Toxicology Laboratory, Inc. for Drug Testing, in the amount of $35,000.00 from July 1, 2023 to June 30, 2024, and $30,000.00 per fiscal year from July 1, 2024 to June 30, 2026, and authorize the Chair to sign.
Executive Summary:
The Lake County Department of Social Services (LCDSS) contracts with Redwood Toxicology Laboratory, Inc. for the provision of drug and alcohol testing for Child Welfare Services (CWS) client families. Drug testing is, in many cases, required by law, and is necessary to ensure child safety and participant compliance with required programs. The current agreement (#240455) authorizes LCDSS to spend up to $30,000.00 per fiscal year from 2023 to 2026.
Due to an unexpected increase in our testing volume, LCDSS must increase the contract's maximum allowance to ensure its capacity to continue drug testing. This amendment increases the maximum allowance to $35,000.00 for FY 23-24 while maintaining a $30,000.00 cap in subsequent years.
LCDSS completed a Request for Proposal (RFP) for the original contract, which closed on May 15, 2023. Five bids were received, and Redwood Toxicology Laboratory, Inc. was chosen due to their better pricing, range of drug and alcohol testing services, and performance in prior contracts with LCDSS.
