Subject: Consideration of the Board of Supervisors Committee Assignments and Composition of the Lake County Animal Control Advisory (LCACAB) Board

Executive Summary:

On January 8, 2002, the Lake County Board of Supervisors created the Lake County Animal Control Advisory (LCACAB) Board consisting of a member from each supervisorial district and two members at large.

There was never a County Supervisor assigned as a liaison to this board. Over the past two years it has been requested by LCACAB members that a County Supervisor attend their meetings to assist and guide them with their duties as outlined in the by-laws. In 2025 and this year, Supervisors Rasmussen and Owen attended LCACAB meetings on a regular basis and found it beneficial to both us and the advisory board members. During this time, we assisted them in completing their annual report which they brought to the Board of Supervisors in June of this year.

Currently, we are requesting that the Board of Supervisors add LCACAB to their list of committees and assign two supervisors to it. We are not requesting that supervisors become voting members of this board but rather have them assigned as advisors. Both Supervisors Owen and Rasmussen are willing to serve in this role.

For the past year the Lake County Animal Control Directors have also attended these meetings on a regular basis, which are not mandated under the by-laws. However, their presence has been found beneficial, and it is also desired by the board members.

These actions do not require a by-law change.
