Subject: Approve Amendment No. 1 to the Agreement Between the County of Lake and Willow Glen Care Center for Adult Residential Support Services and Specialty Mental Health Services for Fiscal Year 2025-2026 for an Amount not-to-exceed $1,000,000 and Authorize the Chair of the Board to Sign.
Executive Summary:
The County of Lake entered into an agreement with Willow Glen Care Center effective July 1, 2025, for Adult Residential Support Services and Specialty Mental Health Services for Fiscal Year 2025-2026. The original agreement amount was $500,000.00.
Since implementation of the agreement, utilization of services has exceeded initial projections, reflecting increased demand for Residential and Specialty Mental Health Services within Lake County. Amendment No. 1 increases the total compensation payable under the agreement by $500,000.00, resulting in a revised contract maximum of $1,000,000.00, and amends Section 3 (Compensation) to reflect this change.
Historical expenditures for Willow Glen services have steadily increased over the past three fiscal years, reflecting both increased utilization and higher placement costs:
* FY 2023-2024: $566,694.26
* FY 2024-2025: $710,554.41
* FY 2025-2026: $713,596.64 invoiced to date
During FY 2025-2026, Willow Glen programs have served approximately 10 clients to date across multiple levels of care, including Mental Health Rehabilitation Centers (MHRCs), Intensive Residential Care (IRC), Adult Residential Programs, and Residential Care Facilities for the Elderly (RCFE). Current utilization averages approximately 259.6 bed days per month. Increased expenditures are attributable to both higher placement utilization and provider rate increases between FY 2024-2025 and FY 2025-2026.
