Subject: Consideration of Amendment No. 5 to the Agreement Between County of Lake and Willow Glen Care Center for Adult Residential Support Services and Specialty Mental Health Services for FYs 2022-23, 2023-24, and 2024-25 in the Amount of $1,385,000.
Executive Summary:
This Board item seeks approval for Amendment No. 5 to the Agreement between the County of Lake and Willow Glen Care Center for Adult Residential Support Services and Specialty Mental Health Services for fiscal years 2022-23, 2023-24, and 2024-25. The purpose of this amendment is to increase the total compensation payable under the Agreement by $350,000, bringing the contract maximum to $1,235,000. The reason for increase is unanticipated increase in service utilization. This adjustment is necessary due to the increased demand for services provided by Willow Glen, including long-term care for individuals in the Lake County Mental Health Plan (MHP).
This amendment complies with the California Department of Health Care Services (DHCS) regulations, particularly the California Code of Regulations (CCR), Title 9, Section 1810, which governs the provision of Specialty Mental Health Services (SMHS) and residential care services. The amendment is also in line with Welfare and Institutions Code (WIC) Sections 5600.3 and 5600.5, which mandate that counties ensure comprehensive services to individuals with mental health needs, including long-term care where necessary. The vast majority of individuals in care with Willow Glen Care Center are on LPS Conservatorship.
All other terms and conditions of the original Agreement remain unchanged.
