Subject: (a) Approve Changes to County Job Description/Classification Specification for Public Works Director, as Indicated in the Marked-Up Document Hereto Attached; (b) Approve the Agreement Between the County of Lake and RSA+ for On-Call Civil Engineering Services in the Not-to-Exceed Amount of $75,000.00
Executive Summary:
(a) As your Board is aware, County Classification Specifications (“Job Descriptions”) are prepared to ensure successful candidates can be identified in a timely manner, in the public interest, when positions are vacant.
Presently, the Public Works Director Classification requires a candidate who is a registered Professional Civil Engineer from the State of California, and qualified to concurrently serve as County Engineer and Road Commissioner. The attached marked-up Classification Specification, if approved by your Board, would make “Possession of a valid registration as a Professional Civil Engineer” preferred, but not strictly required. Additionally, it would indicate the Public Works Director “may” (previously “shall”) serve as County Engineer and Road Commissioner.
The roles of County Engineer and Road Commissioner can be contracted out, under California Law, and making concurrent service in these capacities preferred, vs. required, gives the County multiple pathways to ensure one or more qualified individuals is serving these critical County functions as soon as possible.
Staff recommends your Board approve these changes to the County’s Public Works Director Job Description/Classification Specification.
