Subject: Consideration to a) Accept the water distribution system (previously known as the Western Mutual Water Company) inside the Westlake Homes subdivision; and b) Accept the wastewater collection system inside the Westlake Homes subdivision.

Executive Summary: The district accepted the Western Mutual Water Company, the water service provider for the Westlake subdivision's infrastructure, in 1993 when they formed CSA-21 - North Lakeport Water. When the new district was formed, several small water systems were consolidated into what is now North Lakeport Water. The wastewater was annexed into the Northwest Sewer district (LACOSAN AD 7-1).

Over the years Special District has not performed general maintenance inside the subdivision due to a technicality related to the actual acceptance of the water and wastewater lines and the piping materials that were installed may not have met County specifications. The easements were accepted and recorded in 1993. The current ordinances state Special District's is responsible for our distribution lines up to the water meter and the collection systems from the property line out to our collection system. This action accepts the infrastructure and the responsibility to maintain the lines.

The district has copies of the as-built drawing (attached) showing the locations of the water and wastewater infrastructure. We will be inventorying the items and adding them to our GIS (mapping) system as they are field verified. District staff will be repairing a current water leak that crosses Lakeshore Boulevard, and cleaning and video inspecting the wastewater lines if accepted.

The residents/HOA of the Westlake subdivision will remain responsible for any hardscape or landscaping that has been installed over the utility easements. The majority of these include sidewalks...
