Subject: Consideration of the Agreement Between County of Lake and New Life Health Authority dba New Life, LLC. for Substance Use Disorder Outpatient Drug Free Services, Intensive Outpatient Treatment Services, and Narcotic Treatment Program Services in the Amount of $10,000,000.00 for Fiscal Year 2024-25.

Executive Summary:

New Life Health Authority, a Tribal 638 Clinic owned by Pinoleville Tribal Nation, provides Narcotic Treatment Program services, including methadone, to Lake County Drug Medi-Cal (DMC) beneficiaries. The services provided under this agreement come at no cost to the County, as the Pinoleville Tribe is providing the non-federal match for Medicaid reimbursement through an Intergovernmental Transfer process.

The competitive bidding process does not apply to this contract, as Lake is required to contract with any DMC provider who takes Lake County beneficiaries as the Medicaid pass-through.
