Subject: 10:15 A.M. - Consideration of an Update on Approved Projects and Proposed Modifications to American Rescue Plan Act (ARPA)/State and Local Fiscal Recovery Funds (SLFRF) Funding Allocations
Executive Summary:
As your Board is aware, the County of Lake was awarded $12,506,226 in ARPA/SLFRF funds in 2021, in consideration of fiscal effects of the COVID-19 pandemic. Your Board Adopted the Recovery and Revitalization Plan in December 2021, outlining broad priorities for investment of these funds.
In the time since, two members of your Board (Supervisors Sabatier and Pyska) have served on an Ad Hoc committee to ensure the ARPA funds are expended in the public interest, and in compliance with guidance from the United States Treasury. Updates have likewise periodically been provided to your Board in Open Session.
$10,000,000 of the $12,506,226 awarded to the County is a "standard allowance," and can be used for any governmental expense or to backfill lost revenues (without supplanting funds). The remaining $2,506,226 has specific reporting requirements as outlined in the Treasury's Final Rule.
This presentation will include updates on where funded projects stand, and County Departments' and partner agencies' plans for fully expending their allocations and/or being in contract by December 31, 2024, with a final expenditure date of December 31, 2026.
