Subject: Approve Agreement Between County of Lake and Sacramento Behavioral Healthcare Hospital for Acute Inpatient Psychiatric Hospital Services and Professional Services Associated with Acute Inpatient Psychiatric Hospitalizations in the Amount of $50,000 for Fiscal Years 2024-25 and Authorize the Board Chair to Sign.

Executive Summary:

Lake County Behavioral Health Services has contracted with Sacramento Behavioral Healthcare Hospital for these services since FY 2022-23. This facility accepts youth, which is very helpful, as LCBHS competes with all other counties in the Northern California Superior Region for acute beds and beds are limited for children. As such, this contract is double what it was last year in an effort to keep up with demand. Across all age groups we saw our hospitalizations increase by 57% in the past year. These costs are reimbursable by the Department of Healthcare Services and LCBHS acts as a Medi-Cal passthrough for these healthcare claims.

Under 9 California Code of Regulations (CCR) section 1810.430(a), a Mental Health Plan like Behavioral Health is required to contract with a Traditional Hospital (TH) that meets the Implementation Plan standards. Behavioral Health shall also contract with Disproportionate Share Hospitals (DSH) that meet the Implementation Plan criteria and is either in the County or, if in a different County, accounts for 5 percent or $20,000, whichever is more, of the total fiscal year Fee-For Service/Medi-Cal psychiatric inpatient hospital services payments for Behavioral Health clients.

We conducted a Request for Qualifications (RFQ) with Sacramento Behavioral Healthcare services to ensure they remain in good standing for continued service provision, in accordance with the County Purchasing Ordinance.
