Subject: EXTRA ITEM: A) Consideration of Extra Agenda Item; and B) Approve the Award of Bid No. 24-04 to NG Builder Company, for the EOC Remodel Project in the amount of $1,095,000.00

Executive Summary:
This item is being submitted as an "extra" agenda item. In accordance with Government Code section 54954.2(b)(2), staff requests that the Board find that the need to take immediate action on this item came to the attention of the department after the posting of the current agenda, and there is a need to take immediate action before the next available agenda.

The County received the contractor's signed construction contract after the agenda deadline, making it impracticable to include the item on the posted agenda. If the Board does not consider this item at the regularly scheduled meeting this Tuesday, award of the contract would be delayed until the next available Board meeting, which is not scheduled to occur until February 3, which would unnecessarily delay the project schedule three weeks. Adding this item to the agenda allows timely contract award and avoids construction scheduling impacts that may place the grant funding at risk.

On October 30, 2025, bids were received and publicly opened for the EOC Remodel Project. Eight (8) bids were received and the apparent lowest responsible bidder was NG Builder Company. Please see the attached bid tabulation. A local workforce participation discount was included in the project specifications; however, the discount did not impact the calculation of the low bidder.

Project funding comes from a $988,600 EOC Grant from the U.S. Department of Homeland Security, awarded through the California Governor's Office of Emergency Services, covering 75% of project costs.
