Subject: Consideration of Approval of Amendment No. 1 to the Memorandum of Understanding Between Lake County Community Foundation and Lake County Continuum of Care to Clarify Administrative, Fiscal, and Governance Provisions.

Executive Summary:

On July 21, 2025, the County of Lake, Lake County Community Foundation (LCCF), and the Lake County Continuum of Care (LCCoC) entered into a Memorandum of Understanding establishing a framework for LCCF to apply for, manage, and distribute grant funding in support of the LCCoC Strategic Plan

Amendment No. 1 to the Memorandum of Understanding (MOU) between Lake County Community Foundation (LCCF) and Lake County Continuum of Care (LCCoC) clarifies key administrative, fiscal, and governance provisions to strengthen oversight and ensure alignment with the LCCoC Strategic Plan.

The amendment establishes clear parameters for LCCF's role in applying for and managing grant funding on behalf of the LCCoC, requiring authorization by the LCCoC Board. It also defines ownership and allocation of administrative and indirect costs as Continuum of Care resources, with fiscal oversight provided by Lake County Behavioral Health Services as the lead administrative entity.

Additional provisions address indemnification, conflict of interest, audit and records requirements, data privacy compliance, procurement standards, and clarify that the MOU does not create financial obligations outside of approved grant awards.

Approval of this amendment strengthens accountability, transparency, and compliance with applicable funding and regulatory requirements while supporting coordinated grant administration efforts for homelessness services in Lake County.
