Subject: Public Hearing Regarding Community Development Block Grant Funding for the Business Assistance Loan Program and the Employment Training BUILD program.
Executive Summary:
The Community Development Allocations of the California Department of Housing and Community Development - Community Development Block Grant Program (CDBG) requires a public hearing for the purpose of Board action to approve by resolution the submittal of funding applications for CDBG activities.
On October 8, 2024, a preliminary discussion was had with the Board of Supervisors to discuss proposed activities for the economic development program portion of the application, which can be up to $1,500,000. Three activities were discussed under a business assistance loan fund program over the counter application: low interest lending for small businesses, financial assistance for small business energy systems, and a fa?ade improvement program. Applying for $300,000 in employment training for the BUILD program was also discussed.
Eligible cities and counties may submit up to three sub applications not to exceed $3,600,000. Economic development projects applications cannot exceed $1,500,000 for the CDBG Notice of Funding Availability (NOFA). Eligible activities under the above allocations in the NOFA may consist of planning and technical assistance, (studies and strategies), public assistance programs, employment training, and economic development programs or projects that create or retain jobs.
The funding applications are $1,500,000 to fund a business assistance loan program and $300,000 to fund an employment training BUILD program.
