Subject: Adopt the Resolution Authorizing and Directing the Chair of the Board of Supervisors to Execute Annual Federal Apportionment Exchange Program and State Match Program Agreement with the State of California, Department of Transportation, Agreement No. X26-5914(138)

Executive Summary:

On March 13, 2026, the California Department of Transportation (Caltrans) notified the County of the Federal Exchange and State Match Program for FFY 2025/2026. On an annual basis, the County can exchange certain federal transportation funds for less restrictive state dollars which provide greater flexibility on the type and location of projects to be funded. The County continues to meet the criteria to exchange the 2025/2026 apportionments. The FFY 2026 exchange amount of $344,873 is based on the County's estimated apportionments.

Caltrans requires the Board of Supervisors to submit the attached agreement, as well as a resolution authorizing who may sign the agreement on behalf of the County.
