Subject: (Sitting as the Lake County Sanitation District Board of Directors) Authorize Special Districts Administrator/Assistant Purchasing Agent to issue a purchase order not to exceed $220,000 to Sealing Systems, Inc. for the purchase of HDPE manhole inserts.
Executive Summary: (include fiscal and staffing impact narrative):
The FY 25/26 LACOSAN-SE Capital Asset Budget includes an appropriation of $1,265,838 for the Infiltration & Inflow Project. The manhole inserts will be used in our sewer collection system to reduce inflow and infiltration caused by storm events. The Infiltration & Inflow Project is funded by the Proposition 1 Round 1 Integrated Regional Water Management (IRWM) Implementation Grant and the purchase will be reimbursable by the grant.
The purchase follows the Counties purchasing policy for Public Projects which allows the Special Districts Administrator to use informal bidding procedures. The total number of manholes inserts to be purchased is 2,250. Staff has procured prices from five distributors with prices ranging from $85 to $153, with Sealing Systems, Inc. submitting the lowest quote including shipping and taxes.
Staff respectfully requests your Board approve the purchase of 2,250 manhole inserts.
