Subject: Approve Administrative Encroachment Permit #24-07 - Temporary closure of a close a portion of Clear Lake near Buckingham Homes Association office from May 17 - 19, 2024 for the 2024 Buckingham Test and Tune Boat and Car Show.

Executive Summary:

The California Speedboat Association (CSA) will host the Buckingham Test and Tune Boat and Car Show Friday May 17 - Sunday May 19, 2024. The event will be held between 9:00 a.m. to 5:00 p.m. each day. The permit is valid for the day prior to the event (May 16th) and the day after the event (May 20th) to allow for event set-up and breakdown. There will be approximately 30 boats participating on a show track to exhibit their classic vessels.

This event will require the Board to authorize the closure of approximately 600 feet lakeward of zero feet Rumsey line at the Buckingham Homes Association office. A 1-2/3 mile exhibition course, covering an approximately 2,570 by 1,232 feet area (approx 65 acres), will be clearly marked with buoys. The boat ramp at Buckingham Homes Association office will be used for launch and retrieval of boats. (Attachment 1. Site Map). The area of closure is to be used for scheduled demonstrations for public viewing. Members of the public are prohibited from entering and participating in the event demonstration area.

Your Board has the authority to grant this temporary closure pursuant to Section 11.3 of Chapter 23 of the Clear Lake Shoreline Ordinance. This Ordinance allows your Board to authorize a closure if it finds that the proposed uses are appropriate but require special regulations or separation from other uses.
