Subject: Approve contract with Guardian RFID for a Safety Check program in the amount of $40,485 and authorize the Chair sign the contract
Executive Summary: On June 7, 2022, the Sheriff's Office sent out a Request for Proposal to five different safety check technology groups. There were just two respondents, Guard 1 and Guardian RFID. A Consultant Selection Board, consisting of Deputy Probation Officer Agustin Perez. Information Systems Analyst Angel Perez, Jail Lt. Jason Findley and Retired Correctional Officer Terry Norton met and reviewed the proposals. After the initial discussion, it was determined to interview both of the respondents. Both systems are similar in nature.
Guardian RFID system is computer based software used in conjunction with mobile handheld devices dedicated to the management of inmates. The system will aid deputies in making randomized safety checks of inmates while providing them with the ability to document on the go with voice to text reporting, photos and videos. Additional features allow supervisors to easily monitor compliance of department expectations and state regulations. The Sheriff's Office is looking to lean into the use of this technology to streamline the functions of staff working inside of the jail, while improving compliance with state regulations.
Guardian RFID has a more robust and user friendly Data Analytics software program. These user friendly features will save staff time as they have to audit and search the system daily for compliance. The analytic data is a required feature as the jail is regularly audited by the Board of State and Community Corrections for compliance with state regulations. The Consultant Selection Board is recommending Guardian RFID be awarded the contract.
