Subject: Authorize Probation Department to apply for Prop 64 Cohort 4 funding and designate the Chief Probation Officer as the authorized individual to sign the grant application and enter into the grant agreement on behalf of Lake County.

Executive Summary:

The State of California through the Board of State and Community Corrections (BSCC) has released a request for proposals for the Proposition 64 Health & Safety Grant, Cohort 4. This is one of the primary programs permitting local jurisdictions to apply for discretionary cannabis tax revenue collected by the State of California. There is total available funding of $125 million. Local, medium-sized jurisdictions can request up to $4.5 million in funding. We anticipate requesting that amount.

Probation and the Community Development Department (CDD) are working together on the application, and the funds would benefit both departments. If 70% of the application request is dedicated to public safety and enforcement, Lake County will receive bonus points in the application process. Because of this, we are requesting more than 70% to be used for public safety and enforcement by both of our departments. The rest of the request is dedicated to Youth Development/Youth Prevention and Intervention.

Lake County received Cohort 3 funding, and CDD is the Lead Public Agency for that Cohort. BSCC does not allow the Lead Public Agency to be duplicated from cohort to cohort. As such, the departments agreed that Probation would be the lead for this Cohort.

Like other Proposition 64 grants, the State is offering a narrow application window, with this proposal being due March 30, 2026. Probation and CDD have been working together to ensure the application will be completed and submitted prior to that deadline.
