To: The Honorable Lake County Board of Supervisors

From: Elise Jones, Director of Behavioral Health Services

Subject: Approve Amendment No. 1 to the Participation Agreement With CalMHSA to Extend the Term of the QA/QI Analytics Program with No Change to the Contract Maximum through September 30, 2026 and authorize the Chair to sign

Executive Summary:

Amendment No. 1 to the Participation Agreement with the California Mental Health Services Authority (CalMHSA) extends Lake County's participation in Program Offering No. 6 - Enhanced Analytics - PHI Dashboards through September 30, 2026, ensuring continuity of critical data analytics and reporting functions that support Behavioral Health operations. The original agreement, executed on September 10, 2025, established a contract term of January 1, 2025, through June 30, 2026, and provides access to county-facing Power BI dashboards designed to improve visibility into treatment services, quality and compliance activities, and fiscal operations.

This amendment modifies the term for Program Offering No. 6 only, extending it through September 30, 2026, resulting in a revised term of January 1, 2025, through September 30, 2026, for the Enhanced Analytics - PHI Dashboards component of the agreement. No additional funding is required, as the extension is being provided at no cost to the County. The original agreement amount remains not to exceed $34,371.50.

Continued participation in this program allows Lake County Behavioral Health Services to maintain access to centralized, standardized analytics tools that support monitoring of service delivery, quality and compliance activities, and fiscal operations. These dashboards are intended to provide local insight into treatment populations, service mix, EHR data capture, and selected initiatives, with quarterly review of findings to support leadership oversight and quality improvement efforts.

Approval of this amendment is recommended ...
